Buffalo Horn
For guidance on lengths required
11" -  12" - horns  market stick nose in, half head or cardigan stick
13" -  14" horns -  market stick nose out.
15" horn full plain crook
16" horn full carved crook.
16" plus  horns will give adequate material for any of the above and sufficient for whistles, capping or thumb handles as well.

Black water buffalo horn

From India, this material is ideal for stick-making, once the sanding stage is finished will polish easily to high gloss lustre, some horns may have some colour in them but it is not guaranteed as this is only visible after sanding and polishing. All horns minimum 30mm thick at base.  Length of all horns measured on outside curve. Thickness and shape will vary slightly from images.
